Harlem Avenue Park is a transformative community enhancement project located in the heart of West Baltimore’s Upton neighborhood. Designed as a welcoming and multi-functional greenspace, the project activates a formerly underutilized parcel and delivers new opportunities for neighborhood gathering, recreation, and connection.
Occupying 5,000 square feet of pervious surface, the park was designed with input from local stakeholders to reflect the unique needs of the community. Once complete, it will serve an estimated 200 nearby residents and offer space for informal play, picnicking, pet care, and social events. The compact but dynamic design supports both passive and active uses while contributing to stormwater management and environmental sustainability.
Led in partnership with the Upton Planning Committee and Parks & People, the project builds on broader neighborhood revitalization efforts and demonstrates the powerful role of small-scale public space in advancing quality of life, health, and social cohesion in historically underserved communities.
