4600 Park Heights Avenue is an innovative plan to transform ten vacant lots in the Park Heights neighborhood into a cluster of affordable housing units constructed using repurposed shipping containers. The project offers a forward-thinking solution to Baltimore’s housing crisis by pairing low-cost modular construction with site-sensitive urban infill strategies.
Commissioned by Metallic Luxury, LLC in partnership with Park Heights Renaissance and the Baltimore City Department of Housing and Community Development (DHCD), the project aims to provide quality, energy-efficient homes at a significantly reduced cost, while also activating long-dormant parcels in a historically disinvested neighborhood.
Our role included comprehensive real estate development consulting, including the creation of a detailed development pro forma to assess project feasibility, layered capital structuring, and ongoing assistance with public and private grant applications to close critical funding gaps. In tandem, we developed conceptual designs, site plans, diagrams, and architectural renderings to support entitlements and public review processes.
As project manager, we also led the coordination of a team of civil and structural engineers, ensuring that design intent aligned with permitting and constructability standards. Through a collaborative and community-centered process, the project is positioned to serve as a replicable model for affordable, modular urban housing in Baltimore.
